Indian Army rejects incorrect facts in ''Runway Grandmother'' article by The Hindu

New Delhi, Jan.10 (ANI): The Indian Army on Thursday said that a news article titled “Runway Grandmother Sparked Savage Skirmish on LoC” by Praveen Swami, published in The Hindu was factually incorrect.

In a point-by-point rebuttal, Colonel Jagdeep Dahiya of the Indian Army said Swami''s contention that there was a link between a 70-year-old woman crossing over and the recent cease-fire violations by Pakistan was incorrect, as the woman, Reshma Bi, had crossed the Line of Control on September 26, 2011.

"Therefore, the recent cease fire violations cannot be linked to an incident 16 months old," said Colonel Dahiya.

He further stated that the article mentions announcements made by Pakistan Army over a public address System at Uri demanding a halt to any construction work. This also was factually incorrect, he said.

The article also wrongly identifies Major General G.S. Rawat as the General Officer Commanding of 19 Infantry Division. The current GOC is Major General Khandare.

The army also denied that any permission was ever sought by the GOC for aggressive action against any Pakistani post.

Colonel Dahiya also rejected Swami''s contention that there had been LC transgressions by the Indian Army in the Uri Sector on January 6, 2013.

He said that Pakistan carried out cease fire violations on night of January 5 and 6, and the Indian Army carried out controlled retaliation from its own side on January 6. (ANI)

Bite the bullet, Yashwant Sinha tells Govt.

New Delhi, Jan. 10 (ANI): Former Finance Minister Yashwant Sinha today asked the government to show the political will to bite the bullet by checking the alarming fiscal deficit in the Union Budget to control inflation.

Delivering the keynote address at a roundtable on budget, organised by Observer Research Foundation, Sinha said the government has fallen into the vicious cycle of increasing fiscal deficit, especially the revenue component, which has led to rising inflation and increasing prices.

"When you fall into the vicious cycle, you take a step to get over a problem and that lands the government again into another crisis and it goes on worse," he said.

Sinha, who is the Chairman of the Parliamentary Standing Committee on Finance, pointed out that according to the Economic Survey in 2004, the economy seemed resilient, with large scope for consolidation of gains, but according to the statement of the Prime Minister on September 11, 2012, the economy was in a crisis - "last time we faced this problem was in 1991".

Talking of the various sectoral issues, Sinha said the villages have not benefited from the growth. He said key sectors, including agriculture, telecom, education, infrastructure, health all are in crisis.

Sinha also underlined the need for checking the unaudited expenditure through various Centre-funded schemes. The expenditure is estimated to be more than INR 2,37,000 crores, according to M.K. Venu, the Managing Editor of the Financial Express.

Critiquing the lack of emphasis on substantive capital market reforms, Dr. Muneesh Kumar, Professor, Financial Studies, Delhi University, underlined the need for the reviving primary market through holistic and progressive policymaking. Instead of taxing the market through policies such as the Securities Transaction Tax (STT) or the proposed Commodities Transaction Tax, existing structures should be enforced strictly.

He pointed out how wrong policies are distorting markets, like in the case of gold and real estate.

Neha Malik from ICRIER also underlined the need for further study before market taxation. With the introduction of the STT, a number of stock exchanges reported that volumes have migrated to other international stock exchanges.

N.K. Singh, MP and former Union Revenue Secretary, who moderated the roundtable, said the wastage of such a huge amount by the Centre is in contravention of the Constitution itself, as the money in fact belonged to the States.

Saying we are slow on reforms, Dr Alok Pandey, Professor, Asia Pacific Institute of Management, said we needed a "path-breaking" budget this year to tide over the crisis.

Jayshree Sengupta, senior fellow, ORF added that supposedly big ticket reforms such as FDI in multi-brand retail are simply not enough to generate interest in the economy.

Dr. Pronab Sen, Country Director, International Growth Centre, said the problem is all the governments are ducking the question of "what sort of economy do we want to be"?

T.K Arun, Editor, Opinion, of the Economic Times said economic reforms cannot be divorced from the need for transparent political and election funding. "Till we bring about transparency in election funding, the problem will continue," he said. He said we also lacked the political will to bring about   effective economic reforms.

Dr. Charan Wadhva of the Centre for Policy Research reminded every one that this is the last budget of this government before the election and so, one needs to be realistic as far as hard decisions are concerned. He impressed on the need to channel savings to capital formation.

Former Union Cabinet Secretary and Advisor to ORF, Surendra Singh, was apprehensive about the government''s cash transfer scheme. Pointing towards the increasing social unrest, he called for effective economic reforms, which would rein inflation and control unemployment. (ANI)

''Railway fare hike was an economic decision'': Chidambaram

New Delhi, Jan. 10 (ANI): Finance Minister P. Chidambaram on Thursday said that the latest hike in railway fares was an economic decision and was taken to revive the financial slowdown of the country.

Chidambaram justified the Congress-led UPA Government''s move to hike rail fares.

"Railway fares have not been hiked for ten years. I think, yesterday, our colleague, the Minister of Railways briefed the media and explained why it was unavoidable to increase the passenger fares, given the state of health of finances of the railways and I think, it is a fair game for opposition to oppose for the sake of opposition," said Chidambaram.

"The last time, the fares were hiked by the NDA (National Democratic Alliance) Government, when Nitish Kumar was the Railway Minister. So, I think these are sound economic decisions and I don''t think we should politicise these decisions," he added.

Chidambaram also said that it was unavoidable to hike the passenger''s fares, considering the state of health of finances of the railways.

The Bharatiya Janata Party (BJP) has termed the government''s decision to hike the rail fares as atrocious.

Ahead of the proposed railway budget for 2013-14, Railway Minister Pawan Kumar Bansal yesterday announced a fare hike that will take effect from January 21 midnight.

Addressing a press conference here, Bansal said that having hiked the railway fares now, the government will not increase the tariff in the budget.

"Train fares will be hiked from January 21 for all passengers, including the AC-1 and AC-2 tier passengers who were affected in early 2012. The hike will be two paise per km to 10 paise per km across classes. All fares will be rounded off to Rs 5, and there will be no fare hike in the Railway Budget," he said.

Justifying the hike, Bansal said passenger segment losses are likely to touch Rs 25,000 crore in the current fiscal.

"Input costs have increased immensely while rail fares have remained stagnant. In fact there was a decrease in lower class fares. Given economic slowdown, we have not been able to so far achieve this year''s targets in either freight or fare side," he added.

He said that the slowdown has further impacted railways'' earnings.

He further said hat extra revenue earned through the fare hike will be used to maintain cleanliness and safety. (ANI)

'Congress’ Manipur visit was to help Naga talks'

Kohima: With objections by ruling Naga People's Front (NPF) over recent visit of a Congress team from state to Manipur, former chief minister SC Jamir on Friday said that the meeting was an effort to help resolve Naga issue.

A five-member Nagaland Congress team led by Jamir recently visited Imphal and met Manipur Pradesh Congress president and Home Minister Gaikham Gaigam and Chief Minister O Ibobi Singh "to seek their moral support for the party" for the coming Assembly Election in Nagaland.

Referring to the unofficial visit, Jamir in a statement said, "It is unfortunate that in Nagaland there is a tendency to look at every sincere and honest effort with jaundiced eyes."

Jamir, former governor of Goa and Maharashtra, said that as members of the Congress family, it was felt strongly by the five-member team that Manipur Chief Minister should be apprised of the genuine feelings of all sections of the people involved in the on-going Naga political process.

"The decades of political negotiation (between the Centre and underground groups) is on the threshold of final consummation in which Manipur had to play a positive role," he said.

"It was time for all the organisations to put their very sincere efforts to help in the early solution of Naga problem and fall in line with the resolution of 60 MLAs (of Nagaland Assembly) in this great political experiment," the statement said.

On July 19 last year all the 60 MLAs of Nagaland Assembly resolved that they were ready to resign to pave the way for an alternative political arrangement in the event of an early political settlement of the protracted Naga conflict.

All the legislators went to New Delhi to inform the central leaders, including the Prime Minister, about their decision.

'Powerful men behind Arunachal scribe shooting'

Itanagar: Two bodies of scribes in Arunachal Pradesh Thursday expressed concern over the "slow pace" of investigation into journalist Tongam Rina shooting case of July 15 last year in which "powerful people" were allegedly involved.

In a joint statement, the Arunachal Press Club (APC) and the Arunachal Pradesh Union of Working Journalists today alleged that the police were trying to shield the culprit as powerful people were involved in the case.

Gunmen shot and seriously injured Tongam Rina, associate editor of the Arunachal Times from close range when she was entering her office in the evening that day.

Rina had meanwhile recovered and resumed her duties in the paper, the first English newspaper of the state owned by former chief minister Gegong Apang, but journalists were unhappy as there was no progress in the case.

Initially scribes were given to understand that the case had been handed over to the CBI, but later there was a report that it was turned down by the CBI. The government did not clarify it despite repeated pleas, the statement said.

So the case was in the hands of the Capital Police but there was no update from them in this regard. When enquired by APC members, some officers privately said "powerful people are involved and therefore it is tough to investigate the case," it said demanding the police to name those "powerful people".

"The way the police are trying to suppress the case, we doubt their integrity and have a general feeling that the police are trying to shield the culprit involved in the case," the two organisations said in the statement.
