No 'vulgar' salaries: Khurshid to India Inc

aving launched an austerity drive to check public expenditure, the government has advised India
Inc to refrain from doling out "vulgar" salaries to CEOs.

"I think when we are working
on this (austerity), we can hardly say that we (will) shut our eyes on what salary the CEOs are going to take," said Corporate Affairs Minister Salman Khurshid when asked how the government intends to control salaries of CEOs which at times appear vulgar.

Pointing out that salaries of CEOs should be decided by shareholders, he said, "I don't think anyone in India today, in politics or outside politics has reached the level of liberalism where vulgarity is also a fundamental right.

"Minister should not be judging who deserves what salary. We are moving away from control to regulation. But it doesn't mean that you are going to be completely free," he said.

The issue regarding remuneration of company CEOs will be debated by the Parliamentary Standing Committee, which is scrutinising the provisions of the new Companies Bill tabled in the Lok Sabha in August, he said.

"Let's get the opinion of the standing committee (on the Bill), then we will move forward," he said, pointing out that, "it's now before the same Parliament that has supported this attitude of austerity. Let us see what their views are."

The annual remuneration of some CEOs work out to be Rs 50 crore, which is more than 12,500 times the per capita income in the country.

Under the present Companies Act, companies have to take approval of the government before raising salaries of directors, if the increase is beyond a threshold.

Noting that the issue of CEO's pay packages cannot go unnoticed, Khurshid said, "Prime Minister's indication to industry (has to be taken) with paramount importance today, particularly we are trying to promote, inculcate a culture of austerity.

"Nothing is to been in isolation. We have to see on what accountability and what responsibility is to be imposed on directors, CEOs of companies. We still haven't taken a final view on whether two persons can be taken as chairpersons and managing directors," the Minister said.

Remuneration should commensurate with the qualifications of the individuals and time they spent, he said, adding there should be transparency in the working of various committees of a company.

"The bottom-line should be the shareholders, but the shareholders are not suppose to decide things blind. Shareholders also must decide in certain context after particular information is made available to them," he added.

NDFB-Ranjan observes raising day

emand for a separate tribal state comes up again as NDFB observed its 23 rd Raising Day in Assam on Saturday where a large attended function in Udalguri was participated by leaders of five other tribal bodies. Twenty three years have passed since NDFB was floated. The Boro rebel outfit observed its 23 rd raising day on Saturday. The Boro rebel outfit now in ceasefire organized a function at the designated camp of its the first battalion in Udalguri which was was attended by several leaders pf five tribal organizations. They include All Rabha Students Union president Tankeswar Rabha, All Koch Rajbanshi Students Union president Biswajit Ray, Al Deori Students Union president Bhramon Baglaryalong with the leaders of the newly floated UDPF leaders. Backed by these organizations, the NDFB leaders raised the demand of a separate tribal state. In his speech NDFB general secretary Govinda Basumatary explained why and how they have struck peace deal with the Centre. He further said the result of the recent round of talk was positive. It may be recalled that this is the first pubic meeting of the pro talk Boro rebel outfit after the expulsion of Ranjan Daimary where thousands of people attended.

Olympics goes to samba land, Rio to host 2016 games

io de Janeiro was elected the host city of the 2016 Olympics Friday as the International Olympic Committee finally entrusted the unchartered territory of South America with the world's premier sports event. IOC president Jacques Rogge announced that the Brazilian metropolis Rio won a final round of IOC voting against Madrid after first Barack Obama-backed Chicago and then Tokyo crashed our in the earlier rounds of the secret ballot. Football legend Pele and other delegation members had tears of joy as Rio were later Friday to sign the official host city contract. Olympians will enjoy competition in the famous Maracana stadium and the Copacabana beach. The IOC had in the past snubbed South American bidders seemingly considering South America not ready yet to stage the Olympics, which bring together over 10,000 athletes and tens of thousands of officials and media. But the 2016 IOC evaluation commission had said in its report that Rio was capable of staging an excellent Games, which will come two years after Brazil hosts the 2014 football World Cup. An emotional presentation earlier Friday, saying that it was South America's turn for the 31st edition of the Games, also seemingly impressed the Olympians. Rio then pleaded more than sun and samba, a major legacy for the next generation in a country catching up rapidly with the top economic powers in the world. Mayor Eduardo Paes said that hosting the 2014 World Cup was no disadvantage, but that it is rather "our aim to use the World Cup as a springboard to greatest possible Games in 2016".

Monsoon wreaks havoc in South India, claims 132 lives

orrential rain that battered various parts of Andhra Pradesh, Karnataka and Maharashtra have claimed 132 lives so far in the past six days even as the state government intensified relief and rescue operations in 15 rain-hit districts. Meanwhile, massive rescue operations are on in the flood-hit states and national highways sealed as the heavy inflow is reported to have reached highest levels. In Andhra Pradesh, heavy inflow has reached highest level becoming a danger to power stations. 600 army personnel have been deployed in Andhra Pradesh with boats and other rescue equipment. Yelahanka Air Force station Air Commodre, V S Bharti said that the worst affected areas were along the Tungabadram area. Chief minister of Andhra Pradesh, K Rosaiah, also made an aerial survey of the affected areas and 3600 kg of relief material have been dropped on Saturday. Meanwhile in Karnataka, a team of 9 divers and medical assistant fully equipped with Gemini boats, rescue gear and first aid is at Gadag and operating in a place called Haliyal in Karnataka. Another two teams operating at Arga, Chendia and Todur have already rescued over 130 persons and moved them to higher grounds. Besides this, another team of an officer and 20 sailors have left for Kadwad about 12 Kms north of Karwar, to assist in rescue operations due to landslides and house collapse. On the other hand, floods crisis has also spread to parts of Maharashtra as well. Heavy rains in Sindhudurg district have caused water in the Mankuli river to rise to alarming levels. The rains have also triggered landslides in the Karul and Amboli ghats. Mumbai-Goa national highway has been closed down, as water is flowing over the Pulsan bridge into Sherale village.

NSCN-IM cadres threatening voters, Congress candidates in East Arunachal

ith poll fever gripping most parts of Arunachal Pradesh ahead of the assembly polls, there are allegations rife in Changlang and Tirap districts in eastern Arunachal of NSCN-IM cadres threatening candidates and intimidating voters to refrain from the electoral process. Given the fact that eastern Arunachal Pradesh which shares its boundaries with Nagaland and Assam and Myanmar remains a highly sensitive zone. The NSCN factions are said to have had their sway in Changlang and Tirap districts. Now with the state gearing up for the polls, the Naga rebels have become active too. In fact, there are disturbing reports coming from Tirap districts, where the NSCN-IM cadres rule the roost, despite the presence of security forces in the area. Allegations are that NSCN-IM cadres are opening intimidating the voters and threatening Congress candidates. In Tirap district, as many as 70, 000 voters will decide the fate of the candidates on October 13 Assembly poll, in 163 voting stations. As many 1000 poll officials will be deployed to these stations, most of which in the remote and inhospitable areas. Out of the total 163 poll centres, 66 have been identified as critical, 61 semi-critical. The administration is gearing up the machineries to ensure violent free polling. However it remains to be seen how far the administration will be able to put up the resistance posed by the Naga insurgents.

NDFB turns to China, Bangladesh for help

UWAHATI: The anti-talks faction of the National Democratic Front of Boroland (NDFB) has sought help from Bangladesh and China for its armed
struggle towards a "sovereign Boroland".

The outfit's chairman, Ranjan Daimary alias D R Nabla, has appealed to security forces in Bangladesh not to harass or arrest militants of his group when they cross over to that country "for safety and security". Incidentally, Daimary was charged by CBI with masterminding the serial blasts in Assam on October 30 last year which claimed 89 lives and left over 300 wounded.

Addressing the NDFB's 23rd "raising day" on Saturday, the militant leader for the first time admitted the outfit's base in Bangladesh and reminded Dhaka that "it's time to pay back to the generosity shown by the Bodos during East Pakistan's (now Bangladesh) freedom war of 1971".

"I'd like to request the people and the government of Bangladesh to extend helping hands in our struggle for freedom," Daimary said in his written speech, a copy of which is with TOI.

"It was our people and our land that supported and harboured them and shared their difficulties and sorrows more than the people from Delhi did from more than 1,000 miles away. If our people helped the Bangladeshis for their freedom from Pakistan (in 1971) without questioning their legitimacy, it becomes an obligation for the people and the government of Bangladesh to help us in our freedom struggle," he added.

"Even my parents had adopted a destitute and hapless young Bangladeshi boy in 1972. His name was Quiddos Mia. But he was rechristened Philimon after he became a Christian," he said

According to Assam Police, Daimary, who is planning another terror strike to mark the first year of the October 30 blasts, has also appealed to the Chinese government to consider. He also requested Beijing and to take immediate action "on the basis of recommendations of Zhan Lue of the China International Institute of Strategic Studies (CIISS) who has suggested that India as a whole should be divided into 20-30 nation states on ethnic lines for rapid development and modernization of the region." China has, however, made it clear that its government has got nothing to do with Lue's theory that he had posted in a blog.

Daimary had formed NDFB 23 years ago and entered into a ceasefire with the Centre and the state government in 2005. The peace talks, however, did not begin because the Centre was opposed to its sovereignty demand. Later, the outfit suffered a split and its breakaway faction submitted a modified charter of demands that did not include the issue of sovereignty. A couple of weeks ago, the government held the first round of talks with the NDFB's anti-sovereignty group.

Daimary, however, iterated that he was ready for talks provided the Centre was prepared for the negotiation based on the sovereignty issue.

DHD(J) stakes claim to NC Hills council

UWAHATI: Barely 24 hours after formally laying down arms, the Dima Halam Daogah (Jewel) leadership has staked claim to the North Cachar Hills
Autonomous Council a clause not mentioned in their formal charter of demands submitted to the state government before the outfit's surrender ceremony on Friday.

DHD (J) commander-in-chief Niranjan Hojai met top government officials after the ceremony in Haflong and demanded that the present council be dissolved and he be made the chief executive member to head an interim council.

On Saturday, chief minister Tarun Gogoi told TOI that the DHD (J) demand has legal implications but did not quite rule out the possibility of an interim council. "They (DHD-J) want to form the council. They have not named who all would be in the council, but I have told them that they have to go by the election process," Gogoi said.

The present 30-member council set up under the Sixth Schedule of the Constitution (28 elected members and 2 nominated) is under suspended animation since June after its chief executive member, Mohit Hojai, was arrested on May 30 for allegedly providing Rs 1 crore to DHD (J).

The CM said that if fresh elections are to be held, the existing council has to be dissolved first. "This is where the legal implications would come as the reason for dissolving the council has to be justified before the court," he stressed.

"They want to go for an interim council but we will have to hold election anyway," Gogoi said, adding that there is a distinct difference between the current situation and the circumstances under which the now disbanded Bodo Liberation Tigers had formed the interim council first and then contested elections. "The Bodo case is different because the council there was new and so an interim council had to be formed. In NC Hills, we already have an elected council," the chief minister said.

In accordance with the Six Schedule, the Governor is holding charge of the council but for a period not exceeding six months, which ends in December. However, the period of animated suspension may be extended by a period not exceeding six months on each occasion.

Gogoi said he had also asked the DHD (J) leadership to talk to the non-Dimasa groups on the issue of its demand for a change of name for the district. "There are reservations among the non-Dimasas. If the DHD (J) starts initial talks with these groups and accommodate them, then we will help," he added.

PM plays development card in Arunachal Pradesh

ASIGHAT (Arunachal Pradesh): Prime Minister Manmohan Singh on Saturday spared no efforts to woo voters for the October 13 polls in Arunachal
Pradesh. But significantly, he chose to keep mum on China's frequent claims over the north-eastern frontier state as its own.

"Congress has an emotional attachment to Arunachal and its beautiful people. The party is always concerned for its weelbeing and development," Singh said, while addressing an election rally in Pasighat, the district headquarters of East Siang district and the oldest town of the landlocked state established in 1911 by the British.

Braving scorching heat for hours together to get a glimpse of the PM and hear him, over 5,000 people erupted in joy the moment they saw the three Indian Air Force choppers carrying Singh and his entourage landing at the helipad adjacent to the rally venue.

"Arunachal is always dear to Congress since the Nehru-Gandhi era. Successive Congress governments at the Centre have always been working for the development of this Himalayan state as well as the entire North-East," said the PM, clad in a traditional Adi attire.

Expressing his happiness over the huge turnout at the rally and congratulating the people of Arunachal for sending two Congress members to the Lok Sabha, he said, "It was Indiraji (Indira Gandhi) who had provided the Union Territory status to Arunachal, while former prime minister Rajiv Gandhi was instrumental in granting it statehood in 1987."

"Arunachal needs a government that can work for development and only Congress can ensure this," he said. "Congress is the only party that can provide a stable and transparent government and work for the interests of the aam aadmi," he added.

The PM said the Rs 24,000-crore development package that he had announced last year was aimed at bringing Arunachal on a par with other developed states in the country.

Singh lauded the state government for maintaining transparency while executing the schemes under the package. He said, "The third party monitoring mechanism introduced by the state government with the help of panchayat leaders to implement the package is praiseworthy."

To promote commercialisation of agriculture, generate income and facilitate remunerative prices to the farming community, the state government has established Krishi Vigyan Kendras at Dirang, Balek and Deomali, he said. "Besides, it has started construction of three cold storages one each in Dirang, Namsai and Ruksi to fulfil the need of fruit-growers," Singh added.
