Southern Indonesia rattled by strong quake followed by Tsunami alert

AKARTA, Indonesia — A powerful underwater earthquake shook southern Indonesia Wednesday, damaging buildings near the epicenter and causing panicked office workers to run onto the streets more than a hundred miles (160 kilometers) away in the capital, Jakarta, witnesses and local media said.

A tsunami alert was issued, but revoked less than an hour later.

The quake struck at 2:55 p.m. (0755GMT) on the southern coast of the main island of Java with a preliminary magnitude of 7.0. It had a depth of around 30 miles (50 kilometers), the U.S. Geological Survey said.

The Pacific Tsunami Warning Center said it was powerful enough to cause a local tsunami, but there were no immediate reports of high waves. Less than an hour later it said in a statement that “sea level readings indicate a significant tsunami was not generated” and retracted the alert.

Buildings in Tasikmalaya, one of the towns closest to the epicenter, were damaged, the Detik.com news portal reported.

There were no immediate reports of injuries.

In the town of Bandung, about 60 miles (100 kilometers) from the epicenter, students fled outdoors when their classrooms began shaking violently, student Leslie Lai told The Associated Press. “It was very strong,” he said.

The shaking was also strong around 125 miles (200 kilometers) north of the epicenter in the capital, Jakarta, where panicked office workers ran onto the streets.

Indonesia, a vast archipelago, straddles continental plates and is prone to seismic activity along what is known as the Pacific Ring of Fire. A huge quake off western Indonesia caused a powerful tsunami in December 2004 that killed around 230,000 people in a dozen countries.

he 60-year-old Chief Minister of Andhra Pradesh took off in his helicopter for Chittoor at 8.35 am on Wednesday. Like always, YSR was travelling with his special secretary Subramaniam, chief security officer Wilson, and two pilots on the 7-seater Bell 430 helicopter.

The journey should have taken him 2 hours. But at 9.35 am, air traffic control officials lost contact with the helicopter when it was over the Kurnool district. The weather had turned stormy with gales of wind and bursts of rain.

Seven helicopters were soon sent on a search and rescue mission. But heavy rain made their mission a tough one.

The dense forest area in the Nallamalalla hill range where Reddy went missing is 250 kms from Hyderabad. There are hardly any roads, and no mobile no mobile or radio networks. This is also Naxal Country.

By noon, worried ministers and officials went public with the news that they didn't know where the chief minister was. Then followed chaos. Local police officials and politicians started telling journalists that the chief minister was safe.

Not true, said the Home Minister in Delhi. TV channels began reporting the contradictions. Local channels, including one owned by the chief minister's son said YSR was safe.

But Air Force choppers ordered into search and rescue delivered no good news. And the Congress soon went on record to say the situation seems grim.

The army, police forces from 6 districts, ISRO and anti-Naxal forces are all involved in search and rescue operations now.

Cong stands by CM as another killing rocks Manipur

he Congress has no intention of removing Manipur chief minister Okram Ibobi Singh for now.

Apunba Lup, a conglomerate of outfits protesting against the alleged fake encounters in the state, has been demanding the chief minister’s removal.

A state Congress leader, who did not want to be identified, said, “Removing him is not going to end of the problem of insurgency.”

But the organisation even set a deadline of September 2 for the legislators of the Congress-led Secular Progressive Front’s coalition partners to take a decision on removing Singh.

It has also demanded release of its leaders and compensation for families of those killed.

Before the unrest over the alleged fake encounter of a pregnant woman and a former militant on July 23 died down, another encounter of an 18-year-old youth led to a 24-hour shutdown on Tuesday along the road that connects capital Imphal and Mayang town in Imphal West district.

The latest encounter victim was Yumnam Kumarjit, who was reportedly gunned down by a combined team of police commandos and Gorkha regiment jawans in Bishnupur district on August 24. He was missing since August 12.

“We will continue with our agitation until security forces stop such killings,” said Ibempishak, president of the newly formed joint action committee against the latest killing.

The committee has submitted a memorandum to

Singh, demanding action against the security personnel involved in the encounter and a CBI probe into the incident, although Singh had already ordered a judicial inquiry into the July killings.

Quizzed about the Manipur situation, All India Congress Committee member L. Faliero, who is in charge of the state, said he was “in touch” with the chief minister.

A delegation of opposition parties is expected to come to Delhi soon to brief Prime Minister Manmohan Singh on the situation.

Bharatiya Janata Party state unit chief Haobam Barababu also demanded imposition of President’s Rule in the state.

14 search teams on the lookout for missing Andhra CM

yderabad/New Delhi, Sep.2 (ANI): The Andhra Pradesh Government has set up 14 teams, each consisting of eight members (112 personnel), to search for missing Chief Minister Y.S. Rajshekhar Reddy and the seven-seater Bell chopper in which he was traveling to Chitoor District.

Local villagers have also been provided with torches and other equipment to help in the search of an area that is dominated by Naxals.

The State Government has also asked the Central Government to provide it with an unmanned aircraft and all-weather Fokker aircraft for the search operation in the Nanamalla and Seer Sailam forest ranges, where the chopper is believed to have made an emergency landing due to bad weather. At least seven choppers, including four from the Indian Air Force (IAF) have been pressed into the rescue operation.

The State Government has also said that it will be giving a fresh update on the situation at 7 p.m.

The latest missive comes shortly after former Andhra Pradesh Chief Minister and now Leader of Opposition in the State Assembly Chandrababu Naidu said that everyone was concerned about the missing chopper that was carrying incumbent Chief Minister Y.S. Rajshekhar Reddy.

Addressing a press conference here, Naidu said: “We are all concerned. I also appeal to nearby villagers to help with the rescue. The situation is being monitored.”

Naidu’s appeal came as the Andhra Pradesh Government revealed this afternoon that the search is still on for the seven-seater Bell chopper that was carrying Reddy towards the state’s Chitoor District in inclement weather.

The State Government said that bad weather, time constraints plus the dense forested area where the chopper may have landed is hampering rescue operations. It appealed to the general public to step in and help in the rescue operations along with the Indian Air Force and the Army.

In Delhi, Union Law Minister Veerappa Moily, who is in charge of the Congress party affairs in Andhra Pradesh, is having a meeting with Congress president Sonia Gandhi on the issue. He is said to have briefed Gandhi about the latest developments.

Union Home Minister P. Chidambaram is also meeting Sonia Gandhi.

The Congress party on Wednesday held an emergency press briefing here on the issue.

Party spokesman Manish Tewari told media persons that it is an evolving situation that is being closely monitored by the Central and State Governments, besides the Congress president Sonia Gandhi.

The party said that state government is handling a very sensitive situation as the copter is said to have landed somewhere in the forests between the three districts of Rayalseema, Prakasham and Chitoor.

Tewari said that every effort was being made to resolve the situation as quickly as possible given the limited time available. He said that four Indian Air Force helicopters, one MI8 and a Dhruv chopper have been pressed into the rescue operation.

Earlier, Andhra Pradesh Finance Minister K.Rosiah confirmed that the chopper carrying the Chief Minister had landed in a forest area and efforts were on to locate it.

Reddy was on his way to Chitoor, by chopper which initial reports said had made an emergency landing near Kurnool due to inclement weather.

The chopper took off at 8.45 a.m. for Chitoor and was scheduled to arrive here at 10.45 a.m, sources said.

The chopper was said to have landed in the middle of a thick forest, said to be affected by Maoist activities.

The Chief Minister’s Office (CMO) confirmed receiving a message of the emergency landing of the chopper, but nothing thereafter.

Till now, no one has confirmed the movements of Reddy.

The Union Home Ministry is monitoring the search operations, as Kurnool is a Naxal affected area.

Air Traffic Control (ATC) sources said the chopper went off the radar due to heavy rains.

The CMO maintains there is no need to worry as the area has no mobile connectivity. (ANI)

No begging here, it's Scotland of East

HILLONG: There are no more beggars to be seen in Shillong. They have either gone "underground" or into hiding with begging becoming an offence
in the scenic Scotland of East from Tuesday as part of the Clean Shillong Campaign.

"The government has decided to crack down on beggars in an attempt to refurbish the image of Shillong as a clean city. Begging is now an offence in the city and action will be taken against offenders by Shillong Municipal Board," urban affairs minister Paul Lyngdoh iterated.

He said making begging an offence is part of the drive to beautify the state capital and restore its past glory through the Clean Shillong Campaign.

The East Khasi Hills deputy commissioner has been asked to crack down on beggars, even though no clear-cut guidelines were issued on how to go about the job.

There were a good number of beggars and pavement dwellers in the city. Some of them were adults in poor health condition. Moreover, there are many juveniles who roam about in the city as beggars.

Lyngdoh said the Shillong Municipal Act, 1973 would be amended through an ordinance for which approval of the Cabinet was awaited. The proposed amendment seeks to increase penalty against vendors and public who create public nuisance.

"People are seen spitting and doing other things that cause public nuisance. The penalty for such offences would be increased from Rs 10 to Rs 200," Lyngdoh said.

About 49 volunteers, including staff from the Meghalaya Urban Development Authority (MUDA), would be engaged in the task.

The minister said there would be strict guidelines on putting up of billboards, hoardings and banners in the city. He added that even a few years ago, begging was alien to the tribals and considered a taboo. "But now even minor boys and girls can be seen begging in the state. It's really embarrassing to see tourists, particularly foreign nationals, being heckled by the beggars," Lyngdoh added. Thousands of tourists, both foreign and domestic, visit the state every year.

Incidentally, drives against beggars are nothing new in the hill city. A few years ago, authorities drew flak from the public after beggars were forcefully picked up and dumped at Byrnihat along the Assam-Meghalaya boundary. However, most of them were believed to have come back to the city later.

Commenting on the move to ban begging in the State, former chief secretary and now special representative of the National Human Rights Commission S K Tiwari said there should be an official notification to that effect for operationalization of the government decision. "You can't just pick up someone without any rhyme or reason," he said.

Popular Arab TV Program exposes real Al Qaeda

UBAI - The Al Arabiya satellite television channel has come up with a popular program titled “Death Making,” that exposes another side of Al Qaeda.

Hosted by female correspondent Rima Salha, the Dubai-based show is heading into its third year on Al Arabiya and aims to influence how the Arab world views Al Qaeda, reports Fox News.

It is a unique program that lets jihadists tell their stories, and then shows the results of their actions.

“It’s not enough to tell you that Al Qaeda is a terrorist organization. You have to understand why, what it means, how everything works, and what the end goal is for them,” Al Arabia’s general manager Abdul Rahman al-Rashed explains.

For her work, Salha, who is Lebanese, gets death threats, including when Osama bin Laden’s number two, Ayman al Zawahiri, singled the show and Al Arabiya out, by weaving video of both into one of his multi-media diatribes against mass media.

Despite the threats, Salah is undeterred. She goes to the jihadists, wherever they are: in refugee camps off limits even to security forces and to Iraq. She and her team convince subjects to talk to them. It’s not easy, but some of these militants apparently think they stand to benefit from a bit of publicity.

6 nations to meet on Iran nuclear program amid Tehran new proposals talk

RANKFURT — Six countries trying to address concerns about Iran’s nuclear program are to meet in Germany Wednesday, a day after the Islamic regime said it would present a new package of proposals.

The meeting is to take place at an undisclosed location near Frankfurt and involves political directors from the U.S., France, Britain, Russia, China and Germany. No official announcements are expected.

On Tuesday, Iran’s main nuclear negotiator, Saeed Jalili, told reporters his nation will present new proposals and will open talks “in order to ease common concerns in the international arena.”

Western nations and others worry Iran is moving toward development of nuclear warheads. But Iranian leaders say the country only seeks reactors to produce electricity.

In its latest report, the International Atomic Energy Agency said it has pressed Iran to clarify the purpose of its uranium enrichment activities and reassure the world that it’s not trying to build an atomic weapon.

The agency acknowledged, however, that Iran has been producing nuclear fuel at a slower rate and has allowed U.N. inspectors broader access to its main nuclear complex in the southern city of Natanz and to a reactor in Arak.

The six countries have also been discussing the possibility of holding a high-level meeting on the sidelines of the U.N. General Assembly in late September.

That would dovetail with U.S. President Barack Obama’s deadline for Iran to agree to nuclear talks or risk harsher sanctions. Last year, Tehran was offered economic incentives in exchange for suspending uranium enrichment, but Iran’s leaders responded by saying they would never give up control of the production of nuclear fuel.

China denies any violation of Indian air space

eijing, Sep.1 (ANI): Chinese government on Tuesday said that there has been no violation of Indian air space and reports about such an occurrence by India media were baseless.

Addressing a press conference, Chinese Foreign Ministry spokeswoman Jiang Yu said: “China does not encroach on other countries'' airspace, Chinese border patrols abide by relevant rules and regulations, and do not cross borders or enter the airspace or territory of other countries.

Jiang was asked a question about Chinese helicopters violating Indian air space.

Jiang termed the reports as “groundless” and said that the two countries have arrived at a consensus about making efforts to safeguard peace and tranquility on the border region while the border issue is being negotiated, reported a China daily on Tuesday.

On Monday, the Indian Army said that China violated the Indian air space in Leh in Jammu and Kashmir.

It has happened. That is confirmed. But there is nothing alarming in it. I have given a written reply and that is the correct version, said Army Spokesperson Northern Command, Colonel Kachari,

Two Chinese helicopters reportedly violated the Indian air space in the recent months in Leh. The helicopters air-dropped some canned food in a barren land at Chumar, northeast of Leh, along the border on June 21.

The MI series helicopters were reported by residents living along the Pangong lake.

The Chinese People''s Liberation Army has been crossing over into the Indian side in this region quite frequently with August reporting the maximum number of incursions.

In August, Chinese patrols entered into the Indian territory 26 times and walked away with petrol and kerosene meant for jawans of the border guarding forces. (ANI)

India, Namibia sign pact for uranium supply

ew Delhi, Sep.2 (ANI): Namibia, which has substantial quantity of uranium, has agreed to supply India with the same as part of a civil nuclear agreement.

Under the Agreement on Cooperation in Peaceful Uses of Nuclear Energy, the two sides will trade uranium and exchange expertise in designing of atomic plants and train personnel.

The two sides have also inked four other pacts as part of a move to inject "fresh dynamism" in their ties.

The five agreements were signed after talks between Prime Minister Manmohan Singh and visiting Namibian President Hifikepunye Pohamba in New Delhi.

Namibia is the fifth nation to sign a civil nuclear agreement with India after the latter secured a waiver from the 45-nation Nuclear Suppliers Group (NSG) in September last year. India has already inked similar agreements with the US, Russia, France and Kazakhstan.

The two sides have also signed agreements on Cooperation in the field of defence, cooperation in the field of geology and mineral resources, on Pan-African e-Network and waiver of visas for diplomatic and official passport-holders.

Prime Minister Singh said the two leaders reviewed the current state of bilateral relations and set a roadmap for the future.

"We have decided to inject fresh dynamism in our cooperation in areas such as human resource development, capacity building, trade and economic exchanges, agriculture, transportation, defence, information technology, health, energy and mining," Dr. Singh said.

The two sides noted that the bilateral trade volume and investment, though small, have been steadily increasing and resolved to take measures to enhance such flows. They noted the many opportunities for investment available in Namibia in the uranium, diamond, agriculture, energy, transportation, railways, mining, ICT and SMEs sectors and resolved to encourage Indian investments in these areas.

The Namibian side expressed its deep appreciation for the Human Resource Development and Capacity Building assistance extended by India under its ITEC and other programmes ever since Namibia''s independence.

The Indian side reiterated its commitment to further enhance its HRD and Capacity Building programme in Namibia with additional ITEC experts from one to five and augment the number of ITEC slots from 55 to 110.

The Namibian side thanked the Indian side for scholarships provided to Namibian nationals for bachelors, masters and doctoral programmes in India and requested for increase in the number of scholarships. The Indian side agreed to increase the number from seven at present to 15.

Both sides expressed interest in exploring cooperation in the diamond sector and stated that the establishment of a cutting, polishing and training institute in Namibia by India would go a long way in beneficiation of this local resource.

The Indian side informed the Namibian side of its decision to offer Lines of Credit of 100 million dollars over the next five years to be used in projects and supplies of products from India; (ii) reaffirmed its decision to establish, at a cost of over 12 million dollars, the Faculties of Mining Engineering and IT at the University of Namibia; and (iii) announced grants-in-aid of around 10 million dollars for the education and health sectors over the next five years. The Namibian side expressed its deep appreciation for these offers.

Both sides noted that people-to-people contacts and tourism between the two countries needed to be encouraged further and resolved to take necessary measures to enhance tourism, culture and people-to-people contacts.

A large business delegation is accompanying the Namibian delegation. An extensive interaction between them and their Indian counterparts was held in New Delhi on 31 August, 2009. A similar interaction is to be held in Mumbai on September 2, 2009.

After concluding his official stay in Delhi, President Pohamba and his delegation will visit Agra, Bangalore and Mumbai. (ANI)

Nigerian woman detained in Mumbai after cocaine found in her stomach

umbai, Sep.2 (ANI): A Nigerian woman has been detained at the Mumbai international airport on suspicion of carrying drugs. She landed in Mumbai on Tuesday by an Emirate flight from San Paulo in Brazil via Dubai.

The 20- years-old woman is currently undergoing medical examination at the J. J. Hospital. The Air Intelligence Unit had specific tip off the woman was carrying cocaine in her stomach.

The matter is under investigation. (ANI)

Fake currency: Nepal awaits India''''s formal complaint

athmandu/Delhi, Sep 2 (ANI): Nepal Government officials on Wednesday said they cannot take any action in the Fake Indian Currency Note (FICN) racket against anyone, including former Crown Prince Paras, unless India lodges a formal complaint.

Taking note of the FICN issue, sources said the government has said that they will try to do their best to crack down heavily on those involved in this racket, but cannot take any action against unless India lodges a formal complaint against it.

So far, Nepal claims that there has been no official complaint from India.

On Tuesday, Union Home Minister P Chidambaram said he had raised the issue of fake Indian currency being smuggled out of Nepal with Nepal Prime Minister Madhav Kumar.

Addressing media persons in New Delhi, Chidambaram said, "I did mention this to the Prime Minister of Nepal. He shared our concern and this will be an issue that will be discussed in the Home Secretary level talks. We are concerned that FICN finds its way to India through Nepal."

Nepali nationals who were nabbed by the Anti Terror Squad of Madhya Pradesh in connection with fake currency racket have revealed the involvement of Crown Prince Paras and his links to India''''s most wanted terrorist Dawood Ibrahim.

They further revealed that a prominent minister''''s son Yunus Ansari was working as the conduit between Paras and Dawood Ibrahim, who between them have been pushing crores of fake currency into India.

According to sources, Dawood manages the printing and manufacture of the fake currency, while Paras is responsible for the transit of the money from other countries into Nepal and then its flow into India.

Paras reportedly used his influence to ensure the money reached the transit points on the India-Nepal border without any hitch. (ANI)

Four more test H1N1 positive in Meghalaya

he first swine flu case was detected in a footballer, Silvit Tongper, on August 11. A Sports Authority of India (SAI) player, he had gone to the Arsenal Superstar Club in Surrey, England to take coaching.

On August 3, he returned with symptoms like sore throat, running nose and high fever. Tongper had stayed in the SAI hostel for some days and more than 100 people attended his felicitation programme.

Of the four more persons found H1N1 positive, three were in touch with Tongper a Class VII student friend of the footballer, a ward boy of Shillong Civil Hospital where Tongper was admitted to and a SAI hostel boarder where he stayed after returning from the UK.

"The fifth case is a woman from Shillong working in Pune," officials at the Shillong Civil Hospital said on Sunday. "The sample reports of the four cases were received from the Kolkata-based National Institute of Cholera and Enteric Diseases on Saturday night," an official said.

Director of health services KH Lakinag said all the patients were undergoing treatment at isolation wards of the Shillong Civil Hospital.

The health department has so treated over 150 people, most of whom had no flu-like symptoms but had come into contact with Tongper.

At least 80 people, mostly boarders and officials from the SAI complex, have been kept in isolation and asked not to move out for another 10 days.

Fare for Nathu La, Tsomgo Lake

he travel to world famous tourist destinations - Nathu La, Tsomgo Lake (Chhangu Lake) and Baba Mandir has become dearer with effect from today following upward revision of the fare, according to the revised fare slabs released by the tourism department.

The package tour to these three destinations by a Mahindra Max vehicle will now cost about Rs 8000 comprising 15 per cent service charge, environment cess, transport fees and contingeny amounts.

The tourists will have to fork out an additional Rs 800 if they want to travel by luxury vehicles of SK-06 series.

For the tourists visiting only Tsomgo Lake (Chhangu Lake) by Mahindra Max vehicle, they will have to pay about Rs. 3000 comprising environmental cess, service charge and other expenses, but the travel to this destination by a luxury vehicle will cost an additional Rs 800.

The fare for Baba Mandir has been revised to Rs 2717 for a Mahindra Max vehicle and an additional Rs 800 for luxury vehiclesm while the same for vans and cars will be Rs 2117.

The tourist authorities have asked the tour operators and unregistered operators to adhere strictly to the revised fare slab while charging the tourists for the two-way travel to the destinations on Nathu La-Tsomgo Lake- Baba Mandir circuit.

The new rates will be displayed prominently at the tourist office, tourist information centres and websites for the convenience of the potential visitors, the officials said.
